The Role:
Onshore Environmental Advisor for the Producing Asset Group supporting the offshore and onshore teams delivering safe and environmentally compliant operations across wells, subsea, decommissioning and topside activities as required.

Work collaboratively with other members of the UKBU HSES team to drive consistency of approach, promote knowledge transfer and promote best practice.

Provide environmental subject matter expert support in agreement with line management as per business needs.

Active member of the Environment Unit emergency response team.

Key Accountabilities

1 Provide a competent and proactive service to onshore and offshore Producing assets personnel to ensure that all environmental requirements are fully understood and risks, controls and mitigations identified and put in place in a timely, economical and effective fashion, from operations through to decommissioning, including projects, drilling, infill, etc.

2 Attend external industry forums and participate in working groups as required or delegated to.

3 Responsible for the preparation, implementation and review of environmental processes and procedures forming part of the UK BU HSES management system as required e.g. aspects registers, improvement objectives etc.

4 Co-ordinate and manage all relevant Permits, Licences, Authorisations, Notifications and Consents and maintain the asset PLANC register. Act as focal point to assigned assets for associated supporting environmental consultancies, participating in quarterly performance reviews and associated contract management.

5 Subject Matter Expert (SME) activities as agreed with line management and per business needs including monthly validation of qualifying assets CO2 emissions, annual verification management including verifier oversight. Ensuring lessons are learned and best practice is shared within Premier, including industry and regulatory changes.

6 Collaborate with the Producing Assets teams to assist in the preparation, execution and follow up on the environmental content of the annual asset HSE improvement and audit plans, ensuring consistency and sharing of lessons learned. Provide support as required to ensure delivery of the environmental aspects of the BU HSE Improvement Plan.

7 Provide environmental input to Producing Assets HSE and performance review meetings, communicate any issues and monitor associated actions as appropriate.

8 Provide day to day support during interaction with regulators and other stakeholders (e.g. Offshore Petroleum Regulator for Environment & Decommissioning (OPRED), Marine Scotland, Scottish Environmental Protection Agency (SEPA), Joint Nature Conservation Committee (JNCC), fishing organisations and environmental groups etc.) on environmental matters related to Premier led activities e.g. DSV, LWIV, Drilling campaigns.

9 Manage, collate, monitor and report on environmental performance and metrics for assigned assets e.g. EEMS, OSPAR and corporate environmental reporting. Drive environmental improvements across the Producing Assets portfolio. Assist in developing KPI’s and monitor environmental trends/ issues raised from observation cards /active monitoring processes and share lessons.

10 Act as Synergi focal point for environmental issues for assigned assets, ensuring relevant findings from incidents / audits are recorded in Premier systems as required. Monitor and report on management of corrective / preventative actions.

11 Participate in offshore / onshore site audits, assurance visits, incident investigations and awareness programmes, as required.

12 Support the tactical Oil Spill Response Environmental Unit, as delegated Environmental Unit Team Leader, in the delivery of the BU’s counter pollution response strategy.

Financial Accountability and Dimensions

Input and oversight of environmental element of HSE budgets for assigned assets.

Management Relationships (include direct / indirect reports, external parties)

  • Role reports to the HSE Delivery Manager and has a close working relationship with the Asset Operations Manager, onshore and offshore Asset teams, the Environmental Lead, HSE Assets team and central HSE team.
  • The role has no direct reports working alongside third party contractors and consultants.
  • Liaison with regulators and stakeholders ie: OPRED, SEPA, HSEx, BEIS, JNCC is a key requirement of this role.
  • Attendance O&G Forums in line with SME assignment and at Bi-annual regulatory liaison meetings is required.
  • Qualifications

    Educated to degree level in appropriate environmental based degree e.g. BSc in Environmental Science.

    Minimum BEIS level 3 Oil Spill Management and BOSIET/FOET, MIST and Offshore Medical or willingness to obtain is preferable.

    Candidate Profile (include Skills & Experience, Attributes, Behaviours)

    Key skills and experience required for the role include:

  • Strong experience working in the environmental field of the offshore upstream Oil & Gas sector (operator environment) performing at advisor level.
  • Demonstrable breadth of experience including offshore production, subsea, drilling and well intervention operations. Offshore experience is preferable.
  • Proven track record in environmental permitting.
  • Experience as focal point for regulator and stakeholder liaison.
  • Demonstrable EU ETS management experience.
  • Track record of environmental auditing.
  • Demonstrable incident investigation experience.
  • Experience of developing and delivering in-house awareness training.
  • Experience in managing the development, roll-out and implementation of OPEPs.
  • Experience in working with, or as being a member of a structured emergency response team including participation in simulated exercises.
  • Radiation Protection Supervisor awareness desirable.
  • Knowledge of the following systems, software, procedures and regulations for the role includes:

  • Demonstrable intimate knowledge of UK Environmental legislation and standards.
  • Extensive knowledge of EU ETS and comprehensive working knowledge of ETSWAP and EU Emissions Registry portal systems.
  • Detailed working knowledge relevant permitting systems and processes including full competence in operation of the UK Oil Portal including the CAP’s Portal.
  • In-depth knowledge of Management Systems specifically ISO 14001:2015.
  • Working knowledge of SEMS / CMAPP and SCR2015 specifically MEI and MPI requirements.
  • Working knowledge of Synergi or equivalent HSES Incident and Activity reporting system, PLANC Manager, Environmental risk assessment.
  • Good understanding of the UKCS oil spill response regulatory requirements and regime i.e. SOSREP, OPRC.

  • Additional Role Requirements

    Flexibility and willing to provide support and cover for other HSES team members e.g. during leave.

    Participant in the Company Emergency Response structure – accepts allocated duty roles.

    Willingness to travel offshore is preferable.
