Role description

BBSRC is currently seeking to recruit a Senior Portfolio Manager-International to join our Research Strategy and Programmes, International Relations Unit. Our aim is to ensure that the UK remains a world leader in the biosciences, and that academic research, industrial R&D and the UK economy benefit from the increasing scientific activity across the globe. We promote international links at the policy level and between researchers, and we work in collaboration with Councils in UKRI and other UK stakeholders in many of our international activities.

You will liaise directly with a wide range of key stakeholders in the UK and overseas to manage strategic partnerships across research-intensive countries; ensure UKRI-BBSRC’s representation in international programmes; and foster new opportunities for international engagement that meet UKRI-BBSRC’s priorities.

We particularly welcome interest from applicants who have both a breadth of understanding of bioscience and knowledge/experience relevant to international research collaboration. We also welcome interest from applicants with bioscience-relevant expertise and experience that may extend into biomedical, chemical, engineering, environmental, physical, social or economic research, and/or with research user perspectives from industry or policy.

Main job activities

  • Engage with key stakeholders and work with senior leaders in UKRI-BBSRC and international counterparts to maintain current and establish new strategic partnerships, through bilateral and multilateral mechanisms; and to develop common understanding, joint programmes and activities that support UKRI-BBSRC’s strategic priorities and long-term goals
  • Working with IRU and other colleagues, provide evidence and analysis to develop strategy and identify future challenges and areas of collaborative work in research-intensive countries where UKRI-BBSRC engagement and investments can best contribute to serve our strategic objectives and support in development of country engagement plans and their implementation
  • Provide inputs on the evidence and analysis for the effective monitoring, evaluation and reporting of current UKRI-BBSRC international investments
    Preparation of UKRI-BBSRC missions to key strategic partners overseas and production of briefing materials on BBSRC International activity to BBSRC Executive plus other stakeholders
  • Work with senior colleagues in International and RSP to support BBSRC participation in international programmes currently including: The Wheat Initiative and The International Wheat Yield Partnership and its related steering committees/expert working groups and collaborate with other member countries and international research organisations within these
  • Ensure BBSRC strategic objectives are reflected in future and planned international programmes in liaison with colleagues across UKRI-BBSRC and the wider science community
  • Represent UKRI-BBSRC on various bodies, cross-UKRI groups, external meetings and UK delegations overseas plus hosting and presenting to delegations visiting UK
  • Ensure effective collaboration with other UKRI partners (e.g. UKRI Offices in North America, Europe, Research Councils and Innovate UK) and with the UK Government’s Science and Innovation Network
  • Line management of Band D, International Portfolio Manager.

    Shortlisting Criteria (S) Interview Criteria (I) or both (S&I)


    Essential:

  • Degree in a biological or related subject, and/or previous relevant experience (S&I)
  • A demonstrable ability to work with and influence internal and external stakeholders at different organisational levels (S&I)
  • Able to plan and prioritise own work area and the work of others. Contribute to wider team activities and priorities as required (S&I)
  • Strong liaison, networking and negotiation skills. Ability to anticipate stakeholder reactions and deliver communication needs (S&I)
  • Excellent analytical and writing skills, including the ability to present complex information concisely under tight deadlines (S&I)
  • Understanding the aims and objectives of BBSRC (I)
  • Willingness to travel in UK and abroad, including occasional overnight (or longer) absences. (I)

  • Desirable:

  • Master’s degree or PhD in a biological or related subject, and/or previous relevant professional experience. (S)
  • Experience in international research and working with counterpart agencies overseas (S&I).
  • UKRI supports research in areas that include animal health, agriculture and food security, and bioscience for health which includes research on animals, genetic modification and stem cell research. Whilst you may not have direct involvement in this type of research, you should consider whether this conflicts with your personal values or beliefs.
